２０１０年３月１０日 ー 日本の電力の海外進出を問われて

２日間ほど出かけていて，途中で更新を試みたが，時間がなくて出来なかった。ある研究グループと討議をしていたが，私自身が随分追求されたのは，２点で，一つは日本が人道目的で支援しているオフグリッド，小水力や太陽光の多くの施設が使用不能に陥っているのはなぜなのか，と言うことと，二つは，中国は世界のダム建設を大々的に進めているのに，日本は関電のサンロケだけではないか，どうしたのか，ということであった。
オフグリッドがうまくいかない，という資料は私は把握できていないが，ＪＩＣＡで全世界を統計的に調査してみる必要がある。小水力のジレンマ，小流域では渇水の影響を受けるし，大流域では洪水で破壊される，と言う問題を，もっともっと造る側が工夫に工夫を凝らす必要がある。太陽光は，バッテリーの維持管理とその更新が，地元では出来ない，と言うことが主因とも言われている。いずれにしても何とも恥ずかしい話なのである。
世界で進む大水力の建設に日本の電力などの企業が，どうして出て行けないのか，中国に圧倒されて呆然としている，と言ってしまえば簡単だが，人類最後の戦いに日本企業が参加しないのは，残念だ。一つは資金調達に国内世論の支援が得られない問題があるが，これはＪＢＩＣなどに対して，それぞれの国の発展段階の違いを説得してかかる必要があるが，もう一つの原因は，日本の全体の産業構造の変化にある。
日本に於ける発電ダムの建設は，一手に電力企業が負ってきたもので，電力企業と商事会社が頑張れば海外のダム建設も出来る，と思っているけれど，実はそうではない。今までは計画さへ立てればしっかりしたジェネコンが，黙っていても造っていてくれたから，そう言うものだ，と思ってしまっているけれど，実はダム建設の担い手の主力はジェネコンなのだ。ジェネコンをしっかり育てなければ，海外のダム建設は不可能だ。
特に最近の民間開発，ＩＰＰ事業は，ＥＰＣ契約で，エンジニアリング，機器調達，建設工事を一手にコントラクターが担う必要がある。言うなれば，ジェネコンが主導して設計コンサルタントを動かし，水車発電機メーカーなどすべての資材調達をマネージする必要がある。ジェネコンの変質を許してはいけない，前原さんと談判しても，日本のジェネコンの先行きを議論する必要がある。ジェネコンなくして日本企業の海外進出はあり得ない。
世界の分業化で，高度な建築分野は日本のジェネコン，大規模な土木工事を伴うダムなどは中国のコントラクター，と言う棲み分けが進めばよいけれど，中国は今のところは国一丸となって，計画，資金，機材，工事，運用，ともすべて中国で統一し，労務者までも中国オリジンで走ろうとしている。その中で一部を日本のプロジェクトに振り向けたとしても，本気度が違う。日本のジェネコンの再強化を，全国代で議論すべき時だ。

鳩山首相が地球温暖化対策で原子力を肯定せざるを得なかった，と言うのは，２５％削減を外交戦略だけで打ち出してしまった状態では，原子力を肯定しなければ，つじつまが合わせられないと言うジレンマだったのだろう。原子力については，私のところにも，本当にそれでよいと思うか，という質問が良く来る，人類が手にしてしまった第２の火は，麻薬とは言わないまでも，際限なく燃え広がって行かざるを得ない運命なのだろう。
麻薬のように浸透して行く中国の経済的政治的プレゼンスに，象徴的に染まっていったのは，最近の顕著な例では，１２億ドルのダムなどのインフラ建設の代償に，ウイグル人の亡命者達を北京に強制送還したカンボジアのフンセン首相だろう。日本など西側に依存して，国連の援助機関とも深い関係にあったカンボジア政府は，その人権のくびきから解放されたように，人権グループの国外追放に走っている。
メコン川に沿って，中国の経済黎明期に最初にその目標とされたラオスとミャンマーは，一党独裁を保証された上での強大な経済協力に支えられて来ている。勿論，資源獲得の至上命令もあるが，中国としては，国境を接するこれらの国との地政的な結びつきは，その生命線とも言える。そこで歴史的に手こずって来たのはベトナムである。台湾問題でベトナムが思い通りにならず，２億ドルの案件をキャンセルしたのは，最近である。
今日のこの関連記事によると，注目すべきは，東南アジアの中での比較的先進国，シンガポール，タイ，インドネシアだという。これらの国は，中国の支援攻勢の中で，民主主義も西側とのつきあいも，フンセンのように，犠牲にする気は毛頭ない，と見られている。石炭火力で８０億ドルに上る支援を受けたインドネシアでさへも，企業の末端から中国への警戒感が噴出してきている。これからの動きに目を離せない。

２０１０年３月５日 ー ミャンマーの３,５００ＭＷミトソネ水力進捗

ミャンマーの北部，マンダレーからイラワジ河を遡って，鉄道の終点になっているのがミートキーナの町である。１９７０年代，ラングーンにいたときに，町の映画館でこのミトキーナを舞台とした映画を見た。熱いラングーンで雪景色を舞台にしたこの映画を見ながら。ビルマ北部への思いを熱くした。特に，第２次大戦中のインド北部から中国雲南省に至る援蒋ルートの通過地点としても，私には印象の深い地域である。
地図を見ると，このミトキーナの辺りでは川幅は広く大河の様相を呈しているが，２０ｋｍほど北に遡ると，急激に川幅が狭くなってくる。４０ｋｍほどの上流に二つの大きな支流が入っており，この合流点にダムが計画されているようだ。３０億ドル，３,６００ＭＷと言うから，大部分は中国へ輸出されるが，昆明まではまだ１３００ｋｍの距離がある。しかし西方３００ｋｍには，開発中のメコン上流域が近接している。
このミトソネ・ダムから北へ延びるイラワジの源流地域へは，中国との国境まで３００ｋｍの距離であり，その西方はインドと中国の国境未確定地域，ブラマプトラの本流が近い。このイラワジ上流では，中国を中心に，６つのダム開発計画があり，合計で約１３,０００ＭＷの出力だ。今日の記事はニューデリーで書かれたもので，ミャンマー政府による強制移住で，住民との間に軋轢があることが報告されている。

今日はもっと夢のあるサルウイーン上流，怒川の中国の１３ダムの建設などを取り上げたかったのだが，嫌にフィリッピンのニュースが目について，またまたフィリッピンに目が行ってしまった。あそこ叩けばまたこちら，まさにモグラ叩きで，スアル石炭火力が復旧したかと思えば，今度はミンダナオで水力出力不足で，非常事態宣言の話まで出て，また昨日は，セブ島の火力事故でルソンからの融通が貰えず，時間停電に追い込まれた。
昨日，２０１０年３月１日のフィリッピン列島の需給状況は，ルソン系統が需要６,６５５ＭＷに対して４７８ＭＷ不足，ビサヤス系統が需要１,１７８ＭＷに４５ＭＷ不足，ミンダナオ系統が需要１,２１０ＭＷで３９０ＭＷの不足となっている。ただ，今回の一連の計画停電の中で，送電公社ＮＧＣＰのプレゼンスが大きかった。ＮＧＣＰは供給責任はないが，今後は送電公社の役割を，法律上も再検討したらどうか，将来計画も含めて。
アフリカのコンゴ川は，上流部はアフリカ大地溝帯西側のタンガニーカ湖を経由する，延長４,７００ｋｍ，流域面積３６８万平方ｋｍのアマゾンに次ぐ大河だが，その河口はコンゴのキンシャサの下流になり，河口近くで落差１００ｍ近い滝がある。今回のチリの津波は，波は止まっていて地球の自転で日本が波に近づいていったわけだが，地球の自転のために，その波頭は厳しい。このことがアフリカ大陸の西岸にも言えるわけである。
このコンゴ川の下流付近にインガと言う村があって，これからこの１００ｍの滝をインガの滝と呼んでいる。グーグルアースで見ると，この滝をどの様に利用しているか，非常に良く分かる。既に二つの発電所が運転されているが，インガ第３水力プロジェクトというのは，同じ場所に５,０００ＭＷで開発すべく進めて来て，周辺５カ国で使うつもりが，コンゴの公社が諦めたところに，これを半分にして開発するアルミ企業が現れた。地図あり。
この一週間，日本の庭先にあったベトナムの原子力を逃がし，日本の官民が揺れている。鳩山首相も官房長官も，ベトナムの次は逃さない，と官民協調を盛り上げる中，ＪＢＩＣもカスピ海に，官民一体のエネルギー資源プロジェクトへの参入を発表し，更に今日はブラジルの２兆円近い新幹線プロジェクトが官民協力で視野に入ってきた。しかし，民主党政権が，官民一体にどこまで本気なのか，ＪＢＩＣやＪパワーなどの主導権が欲しい。

今日のニュースは多様であるが，私が特に注目したのは，三井住友グループが，インドネシアの第２次クラッシュ・プログラム，５６億ドルの資金調達についてＡＤＢと共に，支援に乗り出した，という記事である。記事によると，資金調達そのものも含めて，その全体的なアプローチをアドバイスすると言う積極姿勢。この第２次プログラムが，再生可能エネルギーに重点を置き，日本が連携するチソカン揚水などもあり，期待したい。
最も，三井住友グループは，フィリッピンのセブ島の２００ＭＷ石炭火力にも顔を出しており，日本の主力銀行が東南アジアへの積極姿勢に転じた，見るのは尚早か。フィリッピンでは，原子力開発で唐突に１４地点の候補が明らかになり，別途，韓国やフランスが乗り出してきている。今日の平野官房長官のベトナム原子力関連の発言と相まって，日本企業，官民の動きの兆候を感じ取ることが出来る。
友人からスリランカの電気料金の情報があって，ちょっと引用させていただく。「スリランカの電力コストはＫＷｈ当たり約１３セント相当であるが，猛烈な内部補助金制度で，一般家庭用はＫＷｈ当たり約２.７セント相当しか取っていないため，大口顧客に負担がかかっているという話でした。もともと安くない電力が内部補助金制度で余計に産業には高価になっているということなんですね。」，有り難う。
