Indonesia, especially Java-Bali system is in the tightness of power supply and demand. To solve the crisis, the crash program has been implemented vigorously, to build a coal-fired thermal plants. They are, however, running the operation in 2009 if fast, and could be delayed by one year, in 2010. On September 1, they came into Ramadan for na month. During this time every year, demand increase by 2.5 percent than usual.

The Indonesian government and PLN are implementing the power saving program with large demand consumers for negotiations on power saving. It is, however, not smooth. This policy may be similar with the JICA study, which was implemented a few years ago, to mobilize the captive powers, self-generating equipment, into the system. At that time, it might be difficult because of not only technical but fuel costs high.

Why do companies dislike? It is why the PLN power supply is cheaper. Why is that cheap? The PLN power is coming from the governmental fuel subsidy, which is always the target of criticism from international organizations in the world. Today's article says that, in 2007, the total amount of subsidy was 33.1 trillion rupiah, equivalent to about 3.61 billion US $, and this year, 2008, the rising cost of fuel, 88.4 trillion rupiah, equivalent to about 9.65 billion US $. President Yudhoyono told to the house that, in the 2009 fiscal year, next fiscal year, crude oil barrel price 100 dollars was the basis of the national budget.

The issue of subsidies and electricity rates are a little confusing for me. Today's article could give me some figures for my understanding. A group of companies, out of power saving measures, are excluded from the fuel subsidy out. The traditional average of about 6.92 cents per KWh will be increased because of removing subsidies. As a results, the rate shall be, in the daytime peak hours, equivalent to about 10.64 cents, in the evening peak hours, equivalent to about 21.29 cents, and in night off-peak hours to about 9.58 cents.
