Recently the US Congress narrowly passed the landmark “American Clean Energy and Security Act.” The bill establishes national limits on greenhouse gases, creates a complex trading system for emission permits, and provides incentives to individuals and corporations that make the switch to clean energy.

●Angat privatization threatens Metro Manila’s water supply

State-run Metropolitan Waterworks and Sewerage System (MWSS) said that the impending privatization of the Angat hydroelectric power plant may adversely affect Metro Manila’s water supply. Diosdado Jose Allado, MWSS administrator, said the privatization of the 246-megawatt plant poses a threat to Metro Manila’s water requirements because the Angat dam, from which it draws its power, may be utilized primarily for power generation instead of for domestic consumption.

●Malampaya output tweaked

THE Philippine National Oil Co.-Exploration Corp. (PNOC-EC) may develop an additional 300 megawatts (MW) from the Malampaya deepwater gas-to-power project. Jacinto Paras, PNOC-EC chairman, said a power plant using the additional gas from Malampaya would provide an anchor load should the plans be realized. The initial estimated reserves of the field could run power facilities with a capacity of up to 3,000 MW for 25 years.
